I heard that too. But I think it was actually a miss in his delivery. 
He was speaking about all the infrastructure developments which were:
rail: steel
concrete: roads
broadband: fibre(optics)

So he wasn't really saying the broadband was made of those materials. 
It was just a messy summary statement in his speech.
