That's one of the many paradoxes of privacy, and it's been wrestled 
with for the last 40 years or so.

Subject access to personal data stored about them has been a 
fundamental since the very beginning.

But implementation is a challenge, because there's a need to perform 
some appropriate level of authentication before permitting access.

And of course this has been a great boon for the national security 
extremists, because they can claim that collecting biometrics is 
actually necessary, in order to protect privacy ...
