You are all missing the point. This is not an application advertising at
you, or ads overlaid on other content delivered via an application. This
is the *operating system* delivering ads. That is what's new in this
idea.
On PCs, splash screens are about the closest we've come, though that is
prior art of a sort. I wonder if other areas, like mobile phones, PDAs,
MP3 players etc, might not show more prior art.
