The international research community has been dealing with an aspect of this problem space for some time, namely how to allow users from a wide range of heterogeneous environments to interact with data and applications in a secure and authenticated manner.  A single source of identification/authorisation for researchers in multiple universities/research institutions in multiple countries is never going to happen. Hence work on federated identity management.  Australian work on this issue has been funded through the Australian Access Federation http://project.aaf.edu.au/

In the schools area, there are interesting challenges to enable seamless access to leaning materials and classroom tools held in various systems around the country and to permit more effective tracking of the educational achievements of students as they move through various schooling settings.  A while back we did some research on a Learner Identity Management Framework (to which Roger was a major contributor).
