Because, "to catch up" we laid cable 
here, resulting in the "PayTV" debacle 
and which apparently isn't upto scratch 
with Fibre. I also suspect it has the 
same issue as copper and that the 
exchanges need to be upgraded to provide 
ADSL and Digital TV.
