AGIMO sent me a note to say they have extended the extended the deadline
for submissions to 26 October.

My submission suggests not spending a lot of effort on trying to make
PDF accessible, but instead use HTML and CSS web pages:

PDF could still be used for a paper facsimile, which is what it is good
for, and web pages for online reading. Web pages can be made easily
usable on small smart phone and netbook screens, as well as conventional
desktop computers. At the same time it would be useful to have public
servants educated in e-literacy, so they would me more aware of how to
compose documents to be read online.
