Hope he means more than twitter.

I recall chatting to a University IT manager, a couple of years ago,
at an IT Governance conference, who said he was amazed at how difficult
it was to use the centrelink site to organise an apprenticeship for his son...
if he found it so difficult, he wonder what hope others have, let alone prospective
apprentices.
