That's the licensing terms for Delimiter's news agency journalism copy, which is how the business makes its money. You'll see those stories running at ZDNet, iTWire, APC and elsewhere.
The Wiki content is licensed Creative Commons Attribution [CC BY 3.0], as labelled at the bottom of those pages. Confirming it with Renai LeMay just now, he said, "It's a licence that MediaWiki recommended as being extremely unrestrictive."
As for the "Why not contribute to Wikipedia"? I imagine [without checking] that the answer is to bypass Wikipedia's rulings on what may or may not be "notable". Of course, you could just ask that question in a comment on Delimiter, where Renai would answer it. I think you'll find that he's quite happy to talk about his intentions.
