There's a very practical aspect to this.
A national health organisation that I'm associated with is developing an
online health services directory. When I tested it in beta recently, the
results for, say, "GP in Canberra" were radically different to "GP in
the ACT". Google seems to get it right, though I'd imagine that Google
has significantly more funds to throw at this sort of thing.
It's possible that the problem's unique to Canberra. Would Sydney
residents search for "GP in Sydney"? Probably not - they'd be more
likely to search for "GP in Ryde".
I bet Washington DC has the same problem though.
