I just realised I may have been vague in my terminology, so if I say 
"people relocate" it's more accurate.

According to the ABS, "Housing Mobility and Conditions" study, 43% of 
people had moved in the five years prior to 2008. So I over-estimated 
(ie, mis-remembered) the annual move rate, but it's still significant. 
My point was that a connection to a particular location doesn't only 
need to serve today's occupant, which I think can stand!
