There are a couple of things they get wrong here.

One is the lack of an accessible alternative to the PDFs.

The other is the totally inadequate link text, which would be meaningless when read out by a screen reader.

The link text for the first document should be of the form "Our Cities Discussion Paper Full Document - PDF, 4152 KB"
