Apparently. However, it was apparently a slow news day on Saturday. That
report's basically a copy of UK Daily Mail "report" on the same day which
seems to beat up "news" from about 3 weeks ago.
The origin of the so-called "plan" is a campaign by a UK Conservative Party
Claire Perry MP. There's a 44 minute video of the parliamentary 'debate',
in which Perry called for legislation implementing opt-in for access to
porn, here:

Over half of that is UK Minister for Communications Ed Vaizey responding to
the MP (and a few other parliamentarians, there were about 14 in the
chamber). Vaizey more or less said he doesn't support such legislation -
that the UK Govt prefers "light regulation" of the Internet, but more or
less reckons ISPs could "do more" on a self-regulatory basis.

NB: While some ISPs in the UK voluntarily block a list of alleged child
porn web pages compiled/provided by the IWF, the UK govt has not legislated
to require such blocking. Hence, it seems fairly unlikely they're going to
legislate what Perry wants - at least until/unless they decide to also make
it mandatory for ISPs to block content on the IWF list.
