The Department of Education, Employment and Workplace Relations has
issued a 126 page Request for Tender "Applied Information and
Communications Technology in Education Panel" (ATM ID DEEWR RFT
PRN24602, 17 February 2010):

The table of contents is 20 pages long and there is a 87 page form to
fill in.
I expect most experts in education IT will be put off applying by this
document. There seems little point in applying, as whoever conceived
this process is unlikely to understand, let alone accept, advice
offered. The process essentially precludes the government getting
competent advice. Instead it will select those willing to provide wordy
waffle.
ps: That doesn't mean I won't apply. Just that I will charge a premium
rate to put up with this nonsense. ;-)
