Somehow I don't think this is that new. The qualifications
component was always there for a professional IT Structure.
However, the APS did abolish their IT Professional structure,
possibly around the time of whole of government IT outsourcing.

It would be interesting to compare eligibility criteria for
membership to the ACS and Engineers Australia.

For my part, I helped revise the IT Professional Employment
Structure at the ABC (circa 1993). I am not sure whether it is
still in existence or influenced this structure.

The recognition of the need for an IT Professional Structure
is a good thing. The challenge is assessing/quantifying the
qualifications and skill levels for particular jobs - I suspect
there are some which will require Engineering Qualifications
and others not. The ACS is a broader church.

Note also closed shop ie membership of the ACS or
Engineers Australia would not be acceptable. This would
give too much power to either of these organisations and
then the lawyers, accountants, journalists, pilot, doctors
associations would demand the same. The spat between
the Chartered accountants and CPA would be fun to watch.
