The network will change to fibre connectivity, but in the house will
simply be a new wallsocket next to the current wallsocket, and you'll
plug your existing home phone system into the new wallsocket.

The estimated cost of the project assumes all houses will be connected
to the new network eventually anyway, so now major increase in cost due
to that factor.
What will be interesting is finding out how the extra $2 billion for
"USO Co" will be funded.
