Not well proof-read!!
Or perhaps ACS is quoting verbatim from the Internet Industry Association
paper.
Either way, not a good look.

hypothetical examples of material that could be caught by mandatory
filtering that
would reasonably be expected to be available by a reasonable adult, such as.
. a sight devoted to debating euthanasia in which some participants
exchanged information about actual euthanasia practices;
. a sit set up by a community organisation to promote harm minimisation in
recreational drug use;
. a site designed to give safe space for young gay or lesbian people to meet
and discuss their sexuality in which some members of the online community
narrated explicit sexual experiences;
