Agreed, more or less. From the ISP's point of view, they'd be paying the NBN to connect their NOC to the network, and then paying to connect their customers to the network, all at Layer 2. The ISP is then responsible for routing etc at Layer 3.
Joe Sixpack doesn't see the NBN at all. He sees his ISP's router plugged into the wall, and deals with the ISP. He may also have other services running on the NBN, provided by other businesses, e.g. security video monitoring.
