I think the problem only exists in the minds of politicians and media commentators, not at NBN Co.

The government's broadband documentation, in this incarnation of the NBN and in the previous FTTN plan, always referred to fixed wireless for the non-fibre portions of the country. It's just the blatherati criticising the idea of FTTP going on about how people want wireless for the convenience of access from anywhere without being aware they're not talking about the same thing.

Or, they DO actually know that it's different, but since they're trying to sway the non-technical punters they don't care that it's a lie because the misinformation serves their political purposes.
