Various countries have been unhappy that the US maintains control of ICANN, yet of the central agencies that govern the internet, ICANN is fairly easily replaceable and ignorable. There have been alternatives around for a long time.

It just requires some kind of agreement amongst other nations / internet users.
Perhaps these actions will accelerate the move to either wrest control ICANN from a single national government or replace it.
