Erm ... what the Hell are they thinking?!

Actually, now that I think about it I know exactly what they're
thinking.  Use legislation like this to implement filtering and
monitoring via the NBN now that the chances of doing so via Federal
legislation appears to be nixed.  Or maybe that's the antihistamines
making me a bit spacey.
