This is ofcourse the key issue for the whole project  - to
draw parallels, the electricity grid provides more than
electric light for extended factory hours. Though I wouldn't
expect Mr Samuel to be qualified to comment on anything
other than the financial/competition aspects of the project.

However, the point worth discussing is the funding
mechanism. For my part, I am now less enamored with ideas of
compulsory funding of programs without very strong
governance mechanisms.  Sydney has a Desalination Plant and
Tunnels that we didn't need - that money would have been
much better spent on a myriad of other things. No credit
limit on Credit Cards is not a good idea.
