A while back, linkers assisted when I was trying to work out who were 
the first Internet ISPs in Oz:

For my sins, I've had an enquiry about the first Internet cafe in Oz. 
(Well, in Sydney, but if we can get a very early mover anywhere, 
we'll have the year prettymuch nailed down).

This offers 'firsts' internationally in 1991/94/95/97:

The Wikipedia article mentions Cyberia Cafe in London's West End, in 
1994, the significance being that it was run by an Australian:

This undated claim falls over because there's no date, and the domain 
is no more:
