This conference paper dated 1995 mentions Remo's in George Street Sydney and the Netcafe in St Kilda.

For my sins, I've had an enquiry about the first Internet cafe in Oz.
(Well, in Sydney, but if we can get a very early mover anywhere,
we'll have the year prettymuch nailed down).
This offers 'firsts' internationally in 1991/94/95/97:

1994, the significance being that it was run by an Australian:
