Not exactly.  If you have an old line-powered phone, you would still have a phone.  How many people have that these days?  What proportion of households have naked ADSL now?  If you have naked ADSL and lose power, you only have mobiles, until the batteries run out.

But the point is that there is some company who guarantees a commercial service, even if no-one has ever pressed them on their side of the contract.
