It's not a bad idea for phone recycling. That's part of the issue: 
tossed phones. Most people don't realise there is internal memory as 
well as SIM card memory (not sure how it works on phones that use 
apps, don't have one). I think it's reasonable to want to wipe the 
memory, especially if it gets stolen, and as Ivan says, there is a 
back-up to reinstate it if you get it back or get a replacement. As 
for the risk involved that Roger stated, who knows?
