Tell that to the people whose wooden electric poles were hit by cars 
and brought down or struck by lightning, both of which are avoided by 
underground cable. Granted, there can be flooded pits, but as I said, 
2-3 times of losing power in 12 years is miraculous in my experience 
elsewhere in the world.
