[LINK] government calendars

I was looking for a calendar of ACT holidays compatible with ical and somehow got to this URL:
http://www.nfsa.gov.au/calendar/?startdate=2011-03-20
Wow, a government website with iCal, gCal and ics format.  Why can't I get that for ACT schools and holidays?

You guessed it PDFs.  What's wrong with good old HTML?  Since governments are nearly all Microsoft houses why not an Outlook/iCal calendar?
