The Australian Privacy Foundation has released a Public Advisory 
Statement relating to the 2011 Census, at 
http://www.privacy.org.au/Resources/CensusAdvStmt-2011.html

It provides background information on the way in which some people's 
Census data  is kept indefinitely without consent, and can be 
connected back to the individual.

It also identifies steps being taken by some people, in order to 
avoid their personal data being captured and exploited in this way.

Further information is provided on the possible consequences of being 
known by the ABS not to have provided the data, together with 
estimates of the number of people who decline to provide data.
