I've requested clarification from the social media personification of
the Census. Although I wouldn't object to providing data under these
conditions if there was informed consent, there seems to be no mention
of the SLCD on the 2011 Census website on any of the relevant pages
even where there IS mention of the time capsule. eg:

Not a good look!
