Yes, indeed.
And we ignore other peoples' wishes at our peril.
Sometimes it's trivial - such as a recent survey which looked at the
attitudes of the elderly towards the Internet. "Don't have it because I
don't need it" was interpreted as "a problem needing to be solved", but
that's way different to "want it but can't afford it".
Other times, the ignorance of the comfortable to the rest of the world
is non-trivial. "Want a job? Tough. We sent that job overseas. Now get
to work, or we'll slap a penalty on the dole!"
