The PCeHR, is supposed to be a personally controlled e-Health record. At 
the moment it is planned to be opt-in. The AMA wants it to be opt-out.

After the discussion on link about older people not embracing computers, 
how the heck are they supposed to take control of their e-health record?

There is a fundamental dissonance happening here.
