Just create a shell that sits on top of a ´modern´ OS and just
displays the dialer and sms interface, that the user can´t get out...
same effect.

Mobile OSs require a lot of specialized drivers that vary from phone
model to phone model to handle key inputs, touch interface, lcd screen
and the like.
