We weren't limiting the discussion to Australia. You were concerned about
"persons-at-risk" who could be in life-threatening danger from authorities tracking
them down.
In countries where that risk is greatest, I would imagine such a mechanism is not too
far fetched. We were talking about the potential for tracking to occur, not about
whether a system or mechanism actually exists in any particular place or not.

We've wandered far from the original topic, I fear.
