Not really.
All ISPs that offer ADSL 1 connections now buy the underlying access
and ATM based backhaul from Telstra.
If you complain to the TIO about, for example, performance on your
Dodo ADSL link they notify Dodo and it is up to Dodo to sort out.
If they are sourcing inadequate services from Telstra, that is Dodo's
problem not Telstra's.
If Telstra isn't living up to the service levels they commited to
Dodo, then Dodo can take it up with Telstra commercially.
Either way, the TIO is only interested in the retail end of the service.
Similarly, many companies resell mobiles on Voda and Optus networks,
but the TIO deals with the retail service provider, not their
wholesale suppliers.
