Flooding and Fire are pretty standard scenarios drawn up for
disaster planning. However, there is a need to balance the
costs and benefits, alternative opportunities for investment.

While it is easy to replicate the computer systems it is not
so easy to replicate people. The brisbane CBD was shut down
and people sent home.
