Noting that this is not Kate Lundy's ministerial but electorate portfolio,
I would guess where there is demand.

The NBN is being debated in the Senate...The DBCDE (OK I made that up) 
minister was answering questions without notice on Tuesday about 2pm.

Also interesting is that the e-waste  is also in the senate
