Actually, ownership of the lead-in conduits (lead-ins to individual properties) will transfer to NBN Co as NBN Co uses them (see http://www.telstra.com.au/abouttelstra/media-centre/announcements/telstra-signs-nbn-definitive-agreements-2.xml).
