Rik,
Thanks for that correction. The problem (from a public debate point of
view) is that this distinction is left out. Partisan trolls are
poisoning the debate with various bits of misinformation, among which a
favourite is: "the government is buying back the Telstra network that
was built with taxpayers' money in the first place".
