Yes, it would appear the NSW Electoral Commission has breeched both
electoral and anti-discrimination laws.
I suggest the web page be modified to include the wording that the
information is available in each language, in that language, as text.
Also, if possible, provide the linked document in that language as a web
page, not as PDF.
As far as I know the web supports all the languages listed, so there is
no need to show the text using images or PDF.
To demonstrate, here is the English version of the brochure, machine
translated into Arabic by Google:

The site doesn't comply with WACAG 1.0 or 2.0, because there is no
readable text on the links to get you to the PDF document. That is you
can't see the link to get you to the PDF document. Some of the PDF
documents may also not be accessible because they contain images with no
machine readable text.
