Apparently the attack has been going on for "months", and they have only
just discovered it. I'd hardly call that telegraphing.

To their credit, AFP published the key quote: "Patrick Pailloux,
> director general of the French National Agency for Information
> Technology Security" said that "The actors were determined
> professionals and organised".

This is a simply a poor translation from French to English. The actual
quote was "Ceux qui ont agi sont des professionnels déterminés et
organisés".

A less literal translation would be "Those involved are determined and
organized professionals"
