It was quite common even before the quake. I believe it started as a way to
prevent transmission of aerosol bacteria and virii when one was sick and has
been taken up by those who are well to prevent inhalation of the same. This
second usage increased greatly around the SARS, HPAI and H1N1 incidents.

The current usage increase is probably mostly related to the breakdown in
hygiene caused by the devastation.
