It does, however even in the suboptimal situation where your traffic was
crossing from the mobile carriers network to the Internet in a single place
in Australia (i.e. Sydney) it doesn't appear that it would make a lot of
difference reaching international sites as a lot of the connectivity is from
there even if you are in Perth. Accessing local sites on the other end would
be a different story, especially if there is an extra Perth->Sydney->Perth
in there.

AARNET appears to have connectivity to Singapore
(http://www.aarnet.edu.au/aarnet3.aspx) but of all the Perth sites I've
tested from here in Frankfurt all have gone via the USA and Sydney.

There may be a network who has a path to Europe via Asia and the Middle East
and prefers it over the USA but I am yet to find an example of it.
