Ahh, some research I did a couple of years ago for a Blog article I
wrote...
Entitled: P2P is aiding in lowering Crime.

The article includes a couple of the refs: (Need Library access)

I also started mapping incidences around Redfern, NSW and noticed a
gradual reduction over 12 months. A very small statistical dataset, but
subsequently proven to be an excellent indicator.

As the Social Economy [capital] grows, it would appear that the "need
for speed" decreases.
OK, for the benefit of any lead foots listening to Mahler [or Wagner]
driving along Lake Burley Griffith Drive in a healthy not quite law
abiding manner, I meant that as a euphemism for anti-social adrenalin
rush causing activity.
