I would expect the mobile carriers to cut a dark fibre deal for base 
station backhaul.

Even so, there will be a revenue stream from the mobile networks to NBN 
Co, and every base station upgrade - more segments to support more 
users, 3G to 4G and so on - will increase the need for fibre backhaul.
