Perhaps it's a simply case of people doing what is in their own interest. OpenOffice want to compete with Microsoft Word, so it will open .doc and .docx. Microsoft Word's greatest competitor is previous versions of Microsoft Word. So they'd very much like you to upgrade.

No. That's simply a case of not understanding what the Consumer Price Index measures.
