Are you sure? Going by my awareness of the situation in some of the suburbs
of Sydney (and hence YMMV for other suburbs and other cities) what actually
happened was that suburbs with favourable demographics and easy access got
both Telstra and Optus cable down every street and the other suburbs got
neither.
