Firstly, Roger didn't write that. John Hilvert wrote it in a report of 
the AGIMO industry briefing.

The quote that Roger used was

Secondly, the census was used as an example of occasional peak load.

Thirdly it was not suggested that the ABS was considering any sort of 
cloud services or DCaaS solution - it was only an example.

That may be your reading of the statement, but nobody has suggested the 
ABS doesn't need a computer in-between censuses.
