This seems to suggest ABS only needs a computer every four years when it 
runs the population census. But they do a lot of other things in 
between, including working on the data from the census.

My first job in Canberra was as the user database administrator for the 
population census at ABS. One day I ran what I though was a simple query 
on the data and used up 90% of the processing capacity of the ABS 
mainframe. If using an outsource "cloud" the first ABS might know is 
when they got a very big bill.

At the Commonwealth Schools Commission we used a computer bureau run by 
another agency. There was constant tension over costs and service.
