The main problem is with avoiding collision with the ground, not other aircraft. Vertical separation is always an issue (and with the ground).

TCAS is now supplemented by ADS-B, which extends beyond the operational limits of TCAS.

Further note: TCASII is only mandated in RPT (Regular Passenger Transport) of turbine-propelled aircraft with more than 30 passenger seats (or with a maximum take-off weight of 15000kg or above.
