Yes. E-literacy for all pupils would be of more use than teaching
computer science to some. The computer programming students learn in
secondary school is not much use to them when they reach university.
The sort of e-literacy I have in mind is the European Computer Driving
Licence (ECDL)/International Computer Driving Licence (ICDL) (Using the
computer and managing files, Word processing, Spreadsheets, Databases,
Presentation, Information and communication):
